Hi
With out actually seeing your snake we can only speculate. You will need to give more information I.e. do they move, is it like a dust on the scales, does it look like its under the scales, does it look like colour pigmentation in the scales, where on its body are they. You would need to give more information to get a reasonable answer. But like I said with out actually seeing your snake we can only speculate

uhm im not sure... but could he just be shedding his skin?
It doesn't sound good... it could be a fungus.
If it's eyes are milky color and it has duller skin then it should be fine but if not than that it not good at all.

did the white spots just appear? cuz then thats bad!! it might be a fungus so you should take it to the vet asap!!
Could be mites . Are they tinny and moving ? Or is it more like a sore ? If its mites the cage and everything in it needs disinfected , all new substrate ( news paper is best ) and the snake needs to be treated . If its a sore it needs veterinary care . Has it recently shed and not fully shed all the skin ? If so you need to increase the humidity in the cage and give him a warm bath . Do not pull on the dead skin . Heres a great website , you can also e mail me if you need more help http://www.repticzone.com
Yes it is bad and i think your ball python has ectoparasites which are mites and ticks
the white spots you see all over it are probably mite droppings. they come out at night to suck the blood of your python. to treat it by using an insecticidal dichlorvos strip (type used to control houseflies) A small piece of the strip should be placed into a perforated container and suspended in the terrarium it will kill off free-moving mites. remove the strip after 3 days and repeat 10 days later for any newborn mites
