Can a snake have fangs and not be venomous?

Wisconsin has 2 venomous snakes. Found snake with fangs, but not listed as venomous snake-brown, yellow belly, black markings on back, flares cheeks when scared like adder, two feet long, plays dead.

No, not all snakes are venomous if they have fangs. Venomous fangs are a two-in-one deal, where just a snake with non-venomous fangs can just use it a weapon without poisoning. If the snake you found isn't listed as venomous, I'm sure it isn't. You probably should steer away from the fangs though just in case.
There are non venomous snakes and venomous snakes and they both bite
pretty much all snakes i am aware of have fangs or teeth of some sort. and yes there are some snakes without venom including a ball python
You have a hognose snake which is slightly venomous, they're rear fanged so it has to chew to inject the venom. And if it does bite you won't be hurt, your hand will just swell up for a couple days. might be worse if your allergic. that's why it's not listed as venomous, it cant really hurt you. As for your question...
Snakes can have fangs that are not hollow like a venomous ones. They are used to grab prey and for defense.
