of course. usually if you buy them from pet store , they are pretty big. its illegal to sell turtles less than 5 inches however there are places that sell baby turtles. the most popular turtle is red ear slider. there are other turtles that people have as a pet such as box turtle , paint turtle etc.
you can go to your local pet shop to check out some of their turtles or you can go to animal shelter to adopt a turtle
